Board of Directors

FITCI's Board members are local business leaders or representatives from FITCI's funding sources. It is the mission of the Board to set the strategic direction for the organization, approve the policies of FITCI, and see that our mission is carried out. Board members are elected to serve one to three-year terms.

Laurie Boyer
Laurie Boyer

Laurie is the Executive Director for the Frederick County Office of Economic Development.  In May 2006, she earned her Economic Development Certification from the International Economic Development Council.  She joined the Office of Economic Development in 2001 as a Business Development Specialist, focusing on the Bioscience Industry.  Ms. Boyer has worked for Frederick County Government since 1996, and prior to joining OED, she served as the Public Information Officer for the Board of County Commissioners.

Ms. Boyer has a Bachelor's degree in Communications and Spanish from Juniata College in Huntingdon, PA and a Master's degree in Communication Studies from West Virginia University in Morgantown, WV.

Doug Browing
Doug Browning

Mr. Browning has served as Frederick Community College's Vice President for Administration since September 2007. Previously, Doug served eleven years with Frederick County, Maryland Government, the last five as county manager, and previously as the comptroller/finance division director.

His impressive background also includes more than 20 years in leadership positions with Montgomery County Government, and briefly with Worcester County Government, Farmers & Mechanics National Bank, and Stegman and Associates. Doug graduated Summa Cum Laude from the University of Baltimore School of Business with a bachelor's degree, passed his CPA exam, and was later certified as a Government Financial Planner. In addition, he has more than 1,400 hours of continuing professional education.

Bob Bckheit
Bob Buckheit

Dr. Buckheit founded ImQuest BioSciences in February 2004 and is ImQuest's President and Chief Scientific Officer. ImQuest provides services to the government and pharmaceutical and biotechnology sectors, and collaborates with academic investigators. The company is dedicated to providing technical and professional support for the development of a broad spectrum of therapeutic agents and topical microbicides, including anti-infective and anti-cancer agents as well as treatments for other diverse human diseases such as inflammatory, cardiovascular and autoimmune diseases. ImQuest BioSciences was recently named Frederick County's Small Business of the Year and Dr. Buckheit was honored as Entrepreneur of the Year by the Technology Council.

Dr. Buckheit is also a founder of two biopharmaceutical companies (ImQuest Pharmaceuticals and Arisyn Therapeutics) which develop products derived from the operations of ImQuest BioSciences.

Dr. Buckheit earned his Ph.D. in 1986 from the Department of Microbiology and Immunology at Duke University Medical Center. After obtaining his doctoral degree, Dr. Buckheit joined the molecular retrovirology laboratory of Dr. Ronald Swanstrom as a postdoctoral fellow. His research detailed the molecular and biological heterogeneity that exists among isolates of HIV.

Dr. Buckheit joined Southern Research Institute in 1989, starting as a Research Scientist in the Birmingham, Alabama-based Microbiology Research Department and advancing to the role of Director of Infectious Disease Research in Southern's Frederick, MD facilities. In 2002, Dr. Buckheit joined TherImmune Research Corporation as Director of Infectious Disease, Cancer and Immunology Research.

Brian Castleberry
Brian Castleberry

Brian is Manager for the Science and Healthcare Team within the Maryland Department of Business and Economic Development (DBED). As team manager, Brian assists in attracting new businesses to Maryland and retaining existing businesses within the science and healthcare fields.

Prior to joining DBED in 2008, Brian held several sales and marketing management positions with Maryland based biotechnology and pharmaceutical firms. Brian holds degrees from the University of Baltimore and the University of Maryland.

Conrad Clyburn
Conrad Clyburn

Mr. Clyburn is co-founder and Senior Partner of The Clymer Group, LLC; a "lab to market" internet property development and strategic advisory services firm. Prior to founding Clymer Group, Mr. Clyburn as Associate Director, Georgetown University Imaging Science Information Systems (ISIS) Center.

Mr. Clyburn has served on the Board of Directors or Advisors of the American Telemedicine Association, the Internationals Mobile Health Association, the NASA Medical Informatics Technology Applications Consortium, the Advanced Medical Technology Institute at Beth Israel Medical Center, the Telehealth Initiative at Loma Linda University, the University of Hawaii Institute for Triple Helix Innovation, the Potomac Biodefense Research Institute, and the Center for advanced Information Processing at Rutgers University.

Mr. Clyburn retired from the US Army in 1997, and is a graduate of Rutger's University, the University of Maryland and the Stanford University Medical Informatics Short Course.

Gordon Cooley
Gordon Cooley

Gordon M. Cooley is the Regional President of Western Maryland for The PNC Financial Services Group, Inc. He is responsible for client retention and business development and also acts as the bank's liaison with the local community. He has been a senior staff member for twenty years. His most recent positions include serving on the executive team at F&M Bancorp, Frederick, Md., and as Bancorp's General Counsel and Corporate Secretary. Following Mercantile Bankshares Corporation's acquisition of F&M in 2003, Gordon was retained and served the corporation as Senior Vice President and Deputy General Counsel.

Mr. Cooley started his banking career in 1985 when he was asked to join the F&M's management team and leave private law practice. Twenty years have passed and he still chooses to be a part of the bank's senior management team. Working at the bank gave him the opportunity to help set the tone and direction of the company—something he found both challenging and rewarding. He worked to truly understand the nuances of the banking business, then established partnerships with local firms tailored to the bank's specific needs. He has brought F&M a level of legal support that few regional banks had available to them. He sees the company's success during his tenure as a direct reflection of how the bank identified and supported the community's needs.

Mr. Cooley was a founding board member of the local Christmas In April chapter (now Rebuilding Together), served one term as a member of Frederick County's Board of Education, and recently completed service as Chairman of the Community Foundation of Frederick County. A 25-year associate and past president of the Frederick County Bar Association, he is most proud of the service project he organized that improved the working environment for local offices of the Maryland Legal Aid Bureau and established the Justice For All Fund—a fund that helps make legal services available to all, regardless of one's ability to pay.

Mr. Cooley is a 1975 graduate of Randolph Macon College and a 1978 graduate of the University of Richmond's T.C. Williams School of Law. He is admitted to practice before all courts in Maryland and Virginia and before the U.S. District and U.S. Bankruptcy courts in Maryland. A lifelong resident of this region, Gordon lives in Ijamsville with his family.

Michael Dailey
Michael Dailey

Michael J. Dailey is the Executive Director of FITCI. With over 20 years experience in sales and marketing in high-tech companies, Mr. Dailey has a broad range of experience. He is an entrepreneur who has started several small businesses including his most recent one; Frederick Wireless now Eduro Technologies. After selling his majority interest to Eduro, he was asked to direct all sales and Marketing activities of the company as their Senior Vice President, Sales and Marketing.

Prior to Eduro, Mr. Dailey directed the marketing and development of various high-tech products for several companies involved in the sale of software and technology to fortune 1,000 companies. Mr. Dailey has direct experience with many different technologies including web based software applications, customer relationship management (CRM) solutions, interactive voice response systems, document imaging systems, Computer Telephony Integration (CTI), and Voice Over IP telephony (VOIP). Mr. Dailey has worked for some of the world's leading technology companies including Oracle, NCR Corporation, Wells Fargo Bank and Microlog Corporation.

Mr. Dailey holds a B.S. degree in Business Administration from Lewis University in Lockport, Illinois and is an M.B.A. candidate at Mount St. Mary's University in Frederick, MD. He is a member of the Frederick area Chamber of Commerce and the Technology Council of Maryland (TCM). Mr. Dailey is also an active member of the Telecommunications Industry Association (TIA) where he has chaired several committees.

Mike Delauter
Mike Delauter

Mr. Delauter is the managing principal of the Frederick office of Miles & Stockbridge P.C.

Mr. Delauter is a business and transactional lawyer concentrating primarily in the areas of commercial real estate transactions, commercial financing, general business transactions and estate planning and administration. In the area of general business and real estate transactions, Mr. Delauter represents area businesses by providing counsel in the formation of corporations, partnerships and limited liability companies, in the acquisition, sale and merger of businesses, and in the acquisition and leasing of commercial real estate. In the area of commercial financing, Mr. Delauter has represented area banking institutions in real estate-based and asset-based lending, with representative clients including regional and national banks. He also has over 15 years' experience as an estate planner and estate administrator, which includes the preparation and administration of wills and trusts and other estate planning and tax planning instruments.

Mr. Delauter joined Miles & Stockbridge in September of 1990 as a tax lawyer in the firm's Baltimore office, and in 1993 transferred to the Frederick office where he engages in his current practice. With his tax background, Mr. Delauter teams with the experienced tax lawyers of the firm's Baltimore office and also provides business and transactional tax planning and counsel. He has extensive experience in structuring forward and reverse tax-free exchanges He is also on the firm's Life Sciences Team, BRAC Team and Finance and Investments Industry Team.

Richard Griffin
Richard Griffin

Richard is the director of the Department of Economic Development for the City of Frederick, Maryland since 2002. An accomplished economic developer and urban planner with 15 years of professional experience, he has worked in economic development and urban planning for city, county, regional, and non-profit organizations – including the Appalachian Council of Governments in Greenville, SC, the City of Seattle, WA, Loudoun County, VA, and the Downtown Frederick Partnership, in Frederick, MD. A veteran, Richard also served in the US Army in Germany with the 11th Armored Cavalry Regiment and with the North Carolina Army National Guard.

Richard holds degrees from Western Carolina University and Clemson University. He and his wife Lynne and sons Andrew and Daniel live in the Baker Park community near downtown Frederick.

Ron Kaese
Ron Kaese

Mr. Kaese came to TEDCO from the NASA Goddard Space Flight Center, from which he retired after 32 years of service. He has worked primarily in an R&D environment within the U.S. Army and NASA. Mr. Kaese's work experience also includes serving in the U.S. Air Force and working in the COMSAT Labs, U.S. Army Materiel Command and U.S. Army Europe, and the Maryland Department of Business and Economic Development, Investment Finance Group. Mr. Kaese has been working in Technology Transfer and Economic Development since 1998.

Mr. Kaese holds a Masters of Business Administration and a Masters of Science in Technology Management from the University of Maryland University College, a Masters of Engineering in Industrial Engineering from Texas A&M University, and a B.S. in Electronic Engineering from the University of Maryland at College Park.

Michael Kinley
Michael Kinley

Michael is Senior Director of Manufacturing at MedImmune, overseeing operation of the Manufacturing, Planning and Warehouse departments of the Frederick facility.

His career began as a Lab Technician for Cambrex Corporation in Walkersville, Md., after which he joined W.R. Grace and Company as a Technical Associate in Process Development. With eight successful years at W.R. Grace, Michael progressed to MedImmune as a Production Coordinator.

Michael holds a B.S. degree in Natural Science from Indiana University of Pennsylvania as well as an MBA from Frostburg State University in Frostburg, MD.

Robert Linthicum
Robert Linthicum

Bob Linthicum has been involved in the Commercial Banking industry since 1970. He has spent most of his career in the Baltimore market and in 1999 joined Farmers & Mechanics Bank in Frederick, Maryland. Bob has focused on Commercial Banking for the majority of that time.

Bob currently manages a Commercial Lending Group that is responsible for a loan portfolio in excess of $125,000,000. The Commercial Lending Group provides short term lines of credit, revolving lines of credit, equipment term loans, commercial real estates loans, and tax-exempt and taxable bond financing to its prospects and clients in the Frederick County market.

Scott McNeil
Dr. Scott McNeil

Dr. McNeil serves as Director, Nanotechnology Characterization Laboratory for the National Cancer Institute at Frederick where he coordinates pre-clinical characterization of nanomaterials intended for cancer therapeutics and diagnostics. Prior to joining NCI-Frederick (i.e. SAIC-Frederick), he served for three years as Senior Scientist in the Nanotech Initiatives Division at SAIC where he transitioned basic nanotechnology research to government and commercial markets. He advises Industry and State and US Governments on the development of nanotechnology and is a member of several governmental and industrial working groups related to nanotechnology policy, standardization and commercialization.

Dr. McNeil's professional career includes tenure as an Army Officer, with tours as Chief of Biochemistry at Tripler Army Medical Center, as a Combat Arms officer in the Gulf War. He is an invited speaker to numerous nanotechnology-related conferences and has six patents pending related to nanotechnology and biotechnology. He received his bachelor's degree in chemistry from Portland State University and his doctorate in cell biology from Oregon Health Sciences University.

Don Schilling
Don Schilling

Don has a BS degree in Accounting from Mount Saint Mary's College and has his CPA certification. His career started in public accounting but for twenty two years he was involved in the manufacturing of construction products. For the last seven years, Don has been involved in the Occupational Health Industry and Ambulatory Services operations of Frederick Memorial Healthcare Systems.

Don is currently an active member of the Carroll Creek Rotary Club and has most recently completed service as a Board Member of the Frederick County Chamber of Commerce for six years – two years as Chairman.

Billy Shreve
Billy Shreve

Billy Shreve is a Commercial Realtor and Consultant and is currently serving his first term as Frederick County Commissioner. He is a product of Frederick County Public Schools, Frederick Community College, and Hood College.

After graduating high school he worked many jobs, most notably with Fairchild Space and Defense Company, where he worked with Hubble Space Telescope and Space Shuttle projects.

Always active in the Frederick community, Billy served as Chairman of the Frederick County Board of Zoning Appeals and as a member of the Frederick City Planning Commission. This service, along with working as a Realtor and consultant, has given him the unique opportunity to see planning, zoning, and property rights issues from both sides of the aisle.
